NOTICE IS HEREBY GIVEN that the Los Angeles Community College District (“District”) invites B Licensed General Contractors to submit Statements of Qualification (SOQ) for the following procurement: Request for Qualifications (RFQ) from Contractors for Los Angeles Trade Technical College, Sage Hall Demolition, Design and Media Arts, Theater Demolition, New Exterior North Wall – Magnolia Hall, and Hardscape/Landscape– North side of Magnolia Hall Projects, Construction Services. The scope of work for Sage Hall and Design and Media Arts(DMA) Projects include the demolition of a 3-Story Sage Hall and a connecting Bridge. Construction of a new LEED Certified 3-Story DMA building, 89,445 GS; Consisting of classroom, laboratory, faculty offices, exhibition, and supporting spaces including infrastructure work and new fire lane. The Scope of work for Theater Demolition, New Exterior North Wall – Magnolia Hall, and Hardscape/Landscape– North side of Magnolia Hall Projects will include demolishing the Grand Theater building in its entirety. The existing foundation is to be cut and removed down to 3'-0” below grade. The existing foundation 3'-0” below grade is to remain. The excavated area will be filled and a new fenced in plaza area with landscaping and ground cover will be added. The exposed north and east walls will be enclosed with a new exterior wall system consisting of exterior stucco finish and curtain wall system. The existing fire riser will remain and will be enclosed with new exterior walls and a roof. The south wall of the Grand Theater is separated from the remainder of the building by a 9” seismic separation joint. Careful demolition of the south exterior wall is necessary so as not to impact the existing adjacent building, which will remain protected-in-place. Shoring will be required to support the existing foundation systems. How the Procurement Process for these Five (5) Projects will take place: This procurement process will take place in two steps: (1) the instant Request for Qualifications step (i.e., a project specific pre-qualification) (“RFQ”); and (2) a subsequent Invitation for Bid step (“IFB”) (i.e., lowest competitive bid). Upon receipt and evaluation of the Statements of Qualifications (“SOQ's”) submitted in response to this RFQ, the SOQ's will be scored, evaluated and the Pre-Qualified Contractors for these Projects identified. Thereafter, the District will publish and issue an Invitation for Bids only to the Contractors who have pre-qualified. Only Pre-qualified Contractors are permitted to submit a bid (Public Contract Code section 20651.5). Award of a Construction Services Agreement for each project will be made to the lowest responsive and responsible bidder submitting the lowest aggregate bid amount after combining the individual bid amounts submitted for Projects 1 through 5. The award of the Construction Services Agreements will be made pursuant to, without limitation, the authority provided to the District under Public Contract Code section 20651, and other applicable law(s).
